That's quite a statement..."all" and "full". It sounds more like coercion, and if passed, would be subject to the laws of unintended consequences big time. Not all buildings warrant full, or even any, architectural services. Many great structures have tradtionally been built without the aid of architects, e.g. barns. I speak here not as an architect, but as a citizen.
